BOP DHB Māori Workforce Development Plan (2009)

The Bay of Plenty District Health Board has a strong commitment to developing a health and disability workforce that is able to meet the evolving health challenges faced by communities in the Bay of Plenty

Building upon the strategic platform developed by He Korowai Oranga and Raranga Tupuake (the Ministry of Health Māori Health Workforce Development Plan 2006) the Bay of Plenty District Health Board has developed Korite: The BOPDHB Māori Workforce Development Plan (2009).

Korite describes the goals for Māori provider workforce development in the Bay of Plenty by reflecting national workforce development goals and considering the unique requirements of the communities within the Bay of Plenty

Māori Health Provider Workforce Development Toolkit

Workforce development has evolved from a narrow focus on the individual to a much broader and holistic concept. When we talk about workforce development nowadays, we include areas such as workforce analysis and planning, human resource management and capability development.

Workforce development covers thinking and action at the systems, organisational and individual levels. This integrated and tiered approach is needed to address complex issues such as global labour shortages, the pace of change and an ageing population.

The aim of this resource is to strengthen organisations by aligning the workforce to both current and future service demands. Focussing mainly at the organisational and individual level the Korite toolkit and workshop is designed to help managers develop effective and comprehensive workforce plans to ensure they have the right people in the right jobs at the right time.

Health providers will find some tools they can adapt for their own setting in the second half of the toolkit.

HWNZ (Health Workforce NZ) Hauora Māori Training Fund 2012

The BOPDHB invites employees already employed by a BOPDHB Māori health & disability provider or a Māori health & disability provider that is funded by the District Health Board or the Ministry of Health (e.g. NGO, PHO, Iwi Provider, Aged Care, GP practices, Rural, Hospice etc) - to apply for HWNZ Hauora Māori 2012 training funds. The focus areas for training are frontline service deliver (i.e. clinically and culturally focussed). The range of qualifications include certificates, diplomas or graduate certificates (not to be mistaken for Post Graduate certificates) graded at levels 3 to 7. Information on eligible training providers and courses is available from www.kiwiquals.co.nz.

Employees commencing or part way through a qualification that meet the selection criteria (set out below) are also encouraged to apply. We will work with you, your employer organisation and the Tertiary provider to ensure the courses you undertake assist you to achieve your academic and career aspirations.

The HWNZ Eligibility Criteria requires applicants to:

  • be “currently” employed by a DHB health & disability service, or by a health & disability service that is funded by the District Health Board or the Ministry of Health
  • demonstrate a commitment to and / or competence in Māori health and wellbeing studies
  • have whakapapa and/or cultural links with Te Ao Māori and Māori communities
  • be a New Zealand citizen or hold a New Zealand residency permit as conferred by the New Zealand Immigration Service
  • have evidence of support by your “current employer” to meet the training requirements
  • meet the entry criteria required by the training / Tertiary provider

There are three new developments that may impact on your choice of course of study and the Eligibility Criteria:

  1. choosing a course of study that meets three identified Priority Work Areas i.e. Aged Care; Rehabilitation; and Primary Care
  2. choosing a course of study that has relevance to your career aspirations; and
  3. supplying a relevant career plan to assist you in achieving your career aspirations (template included in Application Form).

This training fund is not available to:

  • Employees who work in non-health related DHB/Ministry provider or funded services
  • Employees who are studying in a programme not accredited by the New Zealand Qualifications Authority (NZQA), the Committee on University Academic Programmes (CUAP) or Institutes of Technology and Polytechnics Quality (ITPQ)
  • Employees who are not NZ Citizens and who do not have NZ permanent residency status;
  • Employees already in a sponsored study; and
  • Mental health employees – separate funding is available.

All successful applicants for the Hauora Māori training fund are also eligible for the HWNZ Hauora Māori Support Fund (an extra funding allocation of $2,000 excluding GST) enabling trainees to access approved mentoring support or cultural supervision.
