Planning and Funding
Bay of Plenty District Health Board’s Planning and Funding division is working with providers to achieve the best possible health and independence for people throughout the Bay of Plenty.
The division’s role is to:
- Analyse and understand the health needs of the Bay of Plenty population
- Use the health needs analysis to assist the development of plans, including the district strategic plan and district annual plan
- Create tools to ensure equitable and acceptable spending of scarce health funds
- Work closely with providers to ensure the effective delivery of quality healthcare services within available funding.
Health Targets
Ten national health targets have been established for the NZ Health Sector.
These are based on the Minister of Health’s strategic priority area.
The health targets form part of Bay of Plenty’s
District Annual Plan.

Who works in planning and funding?
Planning is an integral part of purchasing and providing healthcare services. The role of the strategic planners is to analyse and understand the health needs of the Bay of Plenty population used in the development of the District Strategic Plan (DSP) and the District Annual Plan (DAP). The DSP and DAP inform health service providers of the probable future purchasing direction of the health board.
Portfolio managers
Portfolio managers are responsible for ensuring effective relationships with providers of healthcare services purchased by the Bay of Plenty District Health Board, including the provider arm. Other areas of responsibility include:
- managing requests for proposals for services
- negotiating and agreeing contracts with providers
- monitoring providers reporting requirements
- working at national level with the Ministry of Health, District Health Board New Zealand, and other health boards.
Health Needs Assessment
A Health Needs Assessment is the analysis of the community’s utilisation of health services, their morbidity and mortality and other components, which provide the health board with a picture of the health needs of the community served.
District Strategic Plan
The District Strategic Plan (DSP) has a five to ten year focus and is developed based on the health needs assessment, the New Zealand Health and Disability Strategies, feedback from the community as part of a formal consultation process and progress and changes since the previous District Strategic Plan. This document is reviewed every three years.
District Annual Plan
The District Annual Plan (DAP) has a one-year focus, but also considers the subsequent two years. This document is based on the strategic direction described in the District Strategic Plan.
Statement of Intent
The Statement of Intent (SOI) has a three-year focus and is the formal accountability document between the health board and parliament. The performance against the financial and non-financial expectations described in the Statement of Intent are reported at year end in the Annual Report.
Annual Report
The Annual Report reports on progress of the Annual Plan on a yearly basis.
